In the event of the Inspectors who before granting them should production of a certificate from the Surveyor General's Department, that the buildings conformed in every respect to the regulations that might then be in force: and the reports of the Inspectors of Sanitary Nuisances should be made directly to him, the Superintendent being bound at once to take the necessary steps for their removal, by notices in the first instance, and afterwards if necessary by bringing the offenders before the Police Magistrate, for the double purpose of having them fined under the Ordinances in that behalf and of obtaining an Order for the removal of the Nuisance at the expense of the offenders, should they then fail at once to abate it.
reporting reasonable grounds of belief in the existence of Nuisances in private tenements, the Superintendent, (if satisfied therewith,) should apply to the Magistrate for a Warrant to enter the premises and ascertain the fact, after which the course of procedure would be the same as above.

The nature of the nuisance should be described in the notice for removal, reasonable time being allowed for such removal, and the Notices and all licenses for public Conveniences should be in English and Chinese, and of a settled form, with Counterfoils for record in the office of the Superintendent of Police.
